Does your biocidal product now fall under the scope of the Biocidal Products Regulation?  ข่าวโดย..Su ECHA/NA/16/18 : By 1 September 2016, companies should apply for the approval of active substances in biocidal products that were outside the scope under the previous directive but now fall within the scope of the Biocidal Products Regulation.
Helsinki, 10 May 2016 – This deadline concerns two groups: Active substances in food contact materials for surface action and In situ generated active substances (A biocidal active substance is called ‘in situ generated' if it is generated from another substance (called a 'precursor') at the place of use. Under the Biocidal Products Regulation, the potential risks of both the precursor and the substance it generates are to be evaluated.) with precursors that were not in the scope of the directive because they were not placed on the market, or because no claim was made that these precursors could be used for a biocidal purpose. Companies should submit a dossier on the active substance to ECHA through R4BP 3. If an application is not made by the deadline, the biocidal product may only be placed on the EU market until 1 September 2017. The obligation applies only to active substances that were available on the EU market or used in biocidal products on 1 September 2013 when the Biocidal Products Regulation entered into application....

Explanation to Measures for Safety Management of Dangerous Goods  ข่าวโดย..Su by Road Transportation (Draft for Public Comments) 11 April 2016 original article from CIRS - Road transportation of dangerous goods has always been a major focus of dangerous goods relevant enterprises in China. As we know, IMDG is adopted as standard for maritime transportation of dangerous goods and IATA is adopted as standard for air transportation of dangerous goods in China. Meanwhile, Measures for Safety Management of Dangerous Goods by Road Transportation is adopted for the management of road transportation. In order to comply with the complicated situation, the “Measures for Safety Management of Dangerous Goods by Road Transportation” was updated recently. Currently, these Measures are still under public consultation. If enterprises have any opinions, they should give their feedbacks to corresponding departments as soon as possible. The following five parts including exempted scope, excepted quantities(EQ) and limited quantities(LQ), dangerous goods consignment list, other obligations of the consignor as well as the punishments to the consignor for their illegal acts are mostly connected to industries....

Breakthrough in the scientific discussion of endocrine disruptors  ข่าวโดย..Su 13/2016, 15.04.2016 - International experts clarify open questions in hazard identification of harmful endocrine substances. On the occasion of an expert conference organised by the Federal Institute for Risk Assessment (BfR) and held in Berlin on 11 and 12 April 2016, a consensus on the identification of endocrine disruptors was reached. Among other things, the document produced lists the criteria for identifying the hazard potential of harmful endocrine substances. 23 internationally renowned scientists and four observers of the EU Commission, the European Food Safety Authority (EFSA) and the European Chemicals Agency (ECHA) participated in the conference.....

Authorisation for DEHP a step in the wrong direction  ข่าวโดย..Su Friday, 22 April 2016 - Three companies have been granted authorisation by Member States to recycle the hazardous phthalate DEHP into PVC products such as flooring and footwear, the ENDS Report writes. ChemSec Policy Advisor Frida Hök is concerned about the decision and questions the reasons for authorisation since many companies already stopped using DEHP. Many companies managed to phase out DEHP years ago. These companies do not want recycled materials possibly containing this very hazardous substance. This is really a step in the wrong direction for REACH, she says....

ChemSec: Criteria for identification of EDCs must be based on science  ข่าวโดย..Su 21 April 2016 - Today ChemSec publishes a position paper urging for the Commission not to include potency cut-offs in its proposed EDC criteria, expected ”before summer”. To not include potency as part of EDC identification has been the message from scientists in the field repeatedly over the last years and is also expected to be part of a scientific consensus statement soon to be published. The statement is the result of 23 scientists meeting 11-12 April in Berlin. The meeting was arranged by scientists to ”reach scientific consensus on endocrine disruptors”. As the Commission is to soon present scientific criteria for EDCs, Commission representatives also attended the meeting....
